Guidelines for replacing vignettes

The State Fund for Transport Infrastructure has prepared Guidelines for replacing vignettes which serve as a proof of payment of time-related toll for general use of the toll roads in the Czech Republic, valid from December 1, 2016.

1. Introductory

These Guidelines outline how to replace vignettes which serve as a proof of payment of time-related toll for using toll roads in the Czech Republic. The Guidelines regulate the procedure for replacement of two-part vignettes (hereinafter referred to as a "vignette" or "vignettes").

A vignette with a validity period of one calendar year (with the exception of the replacement of vignettes undertaken in accordance with paragraph 2.8) can be replaced by submitting a completed application (hereinafter the “Application”). For a fee of 70 CZK, vignettes can be replaced at Czech Post offices authorized to replace vignettes.

 

2. Rules for replacement a vignette

2.1 Replacement of a vignette due to:

  • damage when replacing the windscreen of a motor vehicle,
  • incorrect handling with the vignette (damage before or after placement on the windscreen, etc.)

The application must include:

a) the first part of the vignette attached to the translucent backing paper, so that both the front and back of the vignette are visible, including a minimum of three numbers of the six-digit serial number and one letter of the two-letter series. At least a portion of the holographic mark must be recognizable in order to compare it to the second part of the vignette and clearly confirm the vignette’s authenticity,

b) the undamaged second part of the vignette matching the detached first part of the vignette, including the completed vehicle registration number, the two-letter series and the six-digit serial number,

c) a copy of the technical licence of the vehicle for which the vignette was purchased and whose registration number coincides with the number listed on the front of the second part of the vignette.

2.2 Replacement of a vignette due to:

  • damage when replacing the windscreen of a motor vehicle or incorrect handling with the vignette results in the destruction/damage to the first part of the vignette and its condition disqualifies it pursuant to paragraph 2.1. (i.e. the first part of the vignette is missing or heavily damaged)

 The application must include:

a) the undamaged second part of the vignette with the completed vehicle registration number coinciding with the registration number filled in the document referred to in paragraphs b) and c) or d) (in case of submitting the sworn declaration),

b) a copy of the technical licence of the vehicle for which the vignette was purchased and whose registration number coincides with the number listed on the front of the second part of the vignette,

c) a copy of the report issued by the Police or Fire Department after the investigation of the case (e.g. a copy of the accident report in which the destruction/damage of the first part of the vignette occurred due to the damage of the vehicle’s windscreen, or a copy of the investigation report in case of fire or other events related to the damage which resulted in the destruction/damage of the first part of the vignette)
or
a copy of the completed European Accident Statement accompanied by an official sworn declaration in which the applicant honestly declares when, where, and how the first part of the vignette was destroyed/damaged, in case the damage suffered didn´t require the notification of the Police
or
a copy of the report issued by the foreign Police or Fire Department which investigated the matter accompanied by a certified Czech translation if the destruction/damage to the first part of the vignette occurred outside the country,

d) If there is no copy of the document outlined in par. c), this document will replace the sworn declaration in which the applicant certifies when, where, and how the first part of the vignette was destroyed/damaged.

2.3 Replacement of a vignette due to:

  • an incorrectly filled-in vehicle registration number

The application must include:

a) the first and second part of the vignette with the incorrectly filled-in registration number in the condition in which it was acquired by the applicant, i.e., no parts of the vignette may be removed from the backing paper (the first part of the vignette cannot be used, the vehicle registration number can be also rewritten or modified, the both parts of the vignette can be separated),

b) a copy of the technical licence of the vehicle for which the vignette was purchased and whose registration number will be filled in on the newly-issued vignette.

2.4  Replacement of a vignette due to:

  • change from a temporary vehicle registration number to a permanent vehicle registration number

The application must include:

a) the first part of the vignette attached to the translucent backing paper, so that both the front and back of the vignette are visible, including a minimum of three numbers of the six-digit serial number and one letter of the two-letter series. At least a portion of the holographic mark must be recognizable in order to compare it to the second part of the vignette and clearly confirm the vignette’s authenticity,

b) the undamaged second part of the vignette matching the detached first part of the vignette, including the filled-in temporary registration number, the two-letter series and the six-digit serial number,

c) a copy of the newly issued technical licence of the vehicle for which the vignette was purchased and whose registration number will be filled in on the newly issued vignette,

d) a copy of the temporary vehicle registration number filled in on both parts of the vignette.

 2.5  Replacement of a vignette due to:

  • theft of the windscreen of a motor vehicle, including the first part of the vignette attached to the windscreen or theft of the first part of the vignette (not applicable to vehicle theft, see paragraph 2.15)

The Application must include:

a) the undamaged second part of the vignette with the completed vehicle registration number which coincides with the registration number filled in the document referred to in paragraphs b) and c),

b) a copy of the technical licence of vehicle for which the vignette was purchased and whose registration number coincides with the number listed on the front of the second part of the vignette,

c) a copy of the report issued by the Police Department documenting the investigation of events that occurred during the theft of the vignette
or
a copy of the report issued by the foreign Police Department which investigated the matter accompanied by a certified Czech translation if the destruction/damage to the first part of the vignette occurred outside the Czech Republic.

2.6 Replacement of a vignette due to:

  • removal of the first part of the vignette from the windscreen when a change/theft/loss of the vehicle registration number occurred while the vignette is still valid (see paragraph 2.14)

The application must include:


a) the first part of the vignette attached to the translucent backing paper, so that both the front and back of the vignette are visible, including the legible registration number of the vehicle for which the vignette was purchased, a minimum of three numbers of the six-digit serial number and one letter of the two-letter series. At least a portion of the holographic mark must be recognizable in order to compare it to the second part of the vignette and clearly confirm the vignette’s authenticity,

b) the undamaged second part of the vignette matching the detached first part of the vignette, including the filled-in original registration number,

c) a copy of the major technical licence of the vehicle for which the vignette was purchased and where the change of the registration number is written down, i.e. there is the original vehicle registration number filled on both parts of the vignettes and also the new registration number, which will be filled on the vignette.

2.7 Replacement of a vignette due to:

  • theft of the second part of the vignette

In case of theft, the vignette cannot be replaced at a Czech Post office, but according to the procedure outlined in paragraph 2.12. The application must include the following:

a) the first part of the vignette attached to the translucent backing paper, so that both the front and back of the vignette are visible, including the legible registration number of the vehicle for which the vignette was purchased, a minimum of three numbers of the six-digit serial number and one letter of the two-letter series. At least a portion of the holographic mark must be recognizable in order to compare it to the second part of the vignette and clearly confirm the vignette’s authenticity,

b) a copy of the technical licence of the vehicle for which the vignette was purchased and for which the vehicle registration number is the same as the registration number on the first part of the vignette,

c) a copy of the Police report documenting the theft of the second part of the vignette,
or
a copy of the report from the foreign Police Department which investigated the matter accompanied by a certified Czech translation if the destruction/damage to the first part of the vignette occurred outside the Czech Republic.

 

 

2.8 Replacement of a defective vignette

A defective vignette can be replaced free of charge for all vignettes (annual, monthly, ten-day) without a completed application.

A defective vignette is defined as:

1. one which cannot be peeled off the backing paper;
2. one with a partial or complete tear of the backing paper, so far the vignette and backing paper remain in contact;
3. one in which the quality of the vignette is compromised due to the high adhesion of the vignette to the backing paper during detachment.


In case of the above mentioned defects, the vignette can be replaced/refunded directly by the sales outlet where the vignette was purchased or at any Czech Post office which is responsible for the sale and replacement of defective vignettes (this does not apply to contracted partners of the Czech Post which offer postal services).

Replacement terms of defective vignettes:
a) submission of both parts of the vignette,
b) proof of purchase of the vignette (excluding claims made at a post office).

2.9 When replacing a vignette according to the procedures outlined in paragraphs 2.1 to 2.7, the application should contain a sworn declaration in which the applicant certifies that he/she did not request a reimbursement to cover a damaged, stolen, or destroyed vignette.

2.10 The applicant is required, in accordance with paragraphs 2.1 to 2.7, to present a form of ID (identity card, passport) in order to verify the data submitted on the application.

2.11 To replace a vignette, a Czech Post employee shall fill in both parts of the newly issued vignette with the same vehicle registration number listed on the vignette being replaced. The correctness of the completed registration should be checked by the applicant before accepting the newly issued vignette since subsequent complaints will not be possible. An exception to this provision is the issuing of a replacement vignette due to a change of vehicle registration number, see paragraphs 2.3 and 2.6, and a change of transfer number to vehicle registration number, see paragraph 2.4.

2.12 In such cases when the applicant is not able to submit the required attachments outlined in paragraphs 2.1 to 2.6 of these Guidelines, and when a vignette is replaced according to paragraph 2.7, a disputed case (hereinafter A), or for a vignette for which replacement is required, if the employee of the Czech Post who replaces the vignette has a reasonable suspicion that the vignette is fake (hereinafter B), then, with the consent of the applicant in the case of A (and without it in the case of B), the employee will accept the required attachments (additionally, in the case of A, the applicant shall attach a sworn declaration to his/her application stating when, where, and how the first part of the vignette was destroyed/damaged) without replacing the vignette. Applicants will then complete the "Vignette Return Confirmation". The Czech Post employee must sign and stamp the document with the date. Within 30 days of the return of the vignette and attachments, the applicant will receive a written decision on the eligibility and authentication of the vignette from the State Fund for Transport Infrastructure (hereinafter “SFDI”). If the decision confirms the legitimacy of the returned vignette and the applicant would like a new one, he or she must come to the post office to which the vignette was returned, request a replacement, and submit SFDI’s decision along with the required attachments and the vignette.

2.13 A vignette can only be replaced while it is valid. A replacement vignette shall be issued with the same validity as the original. The same procedure applies to the replacement of a defective vignette.

2.14 A change of the vehicle registration number does not require a change of vignette while the vignette is still valid. If the vignette has been removed from the windscreen, the procedures outlined in paragraph 2.6 shall be followed. 

2.15 In case of a motor vehicle’s theft, the vignette cannot be replaced.

2.16 In case of loss of the second part of the vignette, the vignette cannot be replaced.

2.17 In case of sale of a motor vehicle, the vignette cannot be replaced. The vignette is non-transferable and it stays valid even when there is a change of the vehicle registration number or the owner of the vehicle.

2.18 If the temporary vehicle registration number written on the vignette must be changed and the vignette cannot be replaced according to rules in paragraph 2.4, and the temporary registration number and the registration number on the technical licence do not match, then this case applies. The temporary registration number and the submitted supplementary materials must correspond (a Police report, etc.).

2.19 In disputed cases which are not addressed by these Guidelines, SFDI is authorized to issue a final written decision. Replacing a vignette due to the total damage of the vehicle, etc., could be considered disputed cases.

2.20 In disputed cases dealt with by SFDI, a copy of the major technical licence of the vehicle must be submitted with the application.
