Guidelines for replacing vignettes

The State Fund for Transport Infrastructure has prepared Guidelines for replacing vignettes which serve as a proof of payment of time-related toll for general use of the toll roads in the Czech Republic, valid from October 1, 2018.

Guidelines for replacing two-part vignettes which serve as a proof of payment of time-related toll for general use of the toll roads in the Czech Republic

 

I. Introductory

These guidelines for replacing two-part vignettes which serve as a proof of payment of time-related toll for general use of the toll roads in the Czech Republic (hereinafter as the “ Guidelines”) regulate the procedure when replacing the two-part vignettes (hereinafter as the “vignette” or “vignettes”).

The replacement of vignettes with a validity period of one calendar year, with the exception of the replacement of vignettes undertaken in accordance with paragraph 2.8, can be replaced by authorised sales points listed in Attachement No 2 (hereinafter as “authorised sales points”) based on a filled in Application for vignette replacement (hereinafter as “Application”) using the template given in Attachement No 1 and the payment of an administrative fee of CZK 70 (incl. VAT).

 

II. Reasons and documents for a vignette replacement

2.1 Vignette replacement due to:

  • Damage when replacing the windscreen of the motor vehicle
  • Incorrect handling with the vignette (damage before or after placement on the windscreen, etc.) 

The Application must include:

a) the first part of the vignette attached to a support (if possible transparent foil), with at least three numbers of the six-digit serial number and one letter of the two-letter series, including a part of the holographic film with variable appearance, must be recognizable in order to compare it to the second part of the vignette and clearly confirm the vignette’s authenticity;

b) the undamaged second part of the vignette, with a serial number and two-letter series identical with the number and series of the first part of the vignette removed from the windscreen, including filled in vehicle registration number/temporary registration number;

c) a copy of the technical licence of vehicle for which the vignette was purchased and where the registration number is identical with the registration number filled in on the front side of the second part of the vignette.

 

2.2 Vignette replacement due to:

  • Damage when replacing the windscreen of the motor vehicle or incorrect handling with the vignette in cases of destruction/damage of the first part of the vignette when it not possible to proceed pursuant to paragraph 2.1 (i.e. the first part of the vignette is missing or is heavily damaged) 

The Application must include:

a) the undamaged second part of the vignette, with the filled in registration number/temporary registration number identical to the registration number/temporary registration number filled in the document pursuant to letter b) and c) or d) (in cases where a Sworn Declaration is submitted);

b) a copy of the technical licence of vehicle for which the vignette was purchased and where the registration number is identical with the registration number filled in on the front side of the second part of the vignette;

c) a copy of the document issued by the Police of the Czech Republic or Fire Rescue Service of the Czech Republic about the investigation of the case (for example a copy of the report on traffic accident during which the first part of the vignette was destroyed/damaged in consequence of the damage to the vehicle´s windscreen, a copy of the report on investigation of a fire of the vehicle or another event leading to its damage during which the first part of the vignette was destroyed/damaged),

or

a copy of a filled in European Accident Statement accompanied by a Sworn Declaration in which the Applicant honestly declares when, where, and how the first part of the vignette was destroyed/damaged in cases the damage suffered did not require the notification of the Police of the Czech Republic,

or

a copy of a document issued by the foreign Police or Fire Rescue Service about the performed investigation with an official translation into Czech in case the destruction/damage of the first part of the vignette occurred outside the Czech Republic;

d) In case the copy of the document outlined in letter c) is missing, it is replaced by a Sworn Declaration whereby the Applicant will declare when, where, and how the first part of the vignette was destroyed/damaged.

 

2.3 Vignette replacement due to:

  • an incorrectly filled in vehicle registration number

The Application must include:

a) the first and second part of the vignette with incorrectly filled in registration number in the same condition as purchased by the Applicant, i.e. none of the vignette parts can be removed from the backing paper (first part of the vignette must be unused; the registration number can be rewritten or otherwise amended; the both parts of the vignette can be separated from each other);

b) a copy of the technical licence of vehicle for which the vignette was purchased and its registration number is to be filled in on the newly issued vignette.

 

2.4 Vignette replacement due to:

  • Change from a temporary registration number of the vehicle to a permanent registration number 

The Application must include:

a) the first part of the vignette attached to a support (if possible transparent foil), with at least three numbers of the six-digit serial number and one letter of the two-letter series, including a part of the holographic film with variable appearance, must be recognizable in order to compare it to the second part of the vignette and clearly confirm the vignette’s authenticity;

b) the undamaged second part of the vignette, with a serial number and two-letter series identical with the number and series of the first part of the vignette removed from the windscreen, including filled in temporary registration number;

c) a copy of the newly issued technical licence of vehicle for which the vignette was purchased and whose registration number will be filled in to the newly issued vignette;

d) a copy of the temporary registration number filled in on both parts of the vignette.

 

2.5 Vignette replacement due to:

  • Theft of the windscreen of a motor vehicle including the first part of the vignette attached to the windscreen or theft of the first part of the vignette (not applicable to theft of the motor vehicle pursuant to paragraph 3.6) 

The Application must include:

a) the undamaged second part of the vignette, with filled in registration number/temporary registration number identical to the registration number/temporary registration number filled in the document referred to in letter b) and c);

b) a copy of the technical licence of vehicle for which the vignette was purchased and where the registration number is identical with the registration number filled in on the front side of the second part of the vignette;

c) a copy of the document issued by the Police of the Czech Republic about the investigation of the events during which the first part of the vignette was stolen,

or

a copy of the document issued by the foreign Police about the investigation of the event during which the first part of the vignette was stolen, with an official translation into Czech in cases the theft occurred outside the Czech Republic.

 

2.6 Vignette replacement due to:

  • Removal of the first part of the vignette from the windscreen of the motor vehicle in relation to change/theft/loss of the registration number of the vehicle occurred while the vignette is still valid (see paragraph 3.5)

The Application must include:

a) the first part of the vignette attached to a support (if possible transparent foil), with at least three numbers of the six-digit serial number and one letter of the two-letter series, including a part of the holographic film with variable appearance, must be recognizable in order to compare it to the second part of the vignette and clearly confirm the vignette’s authenticity;

b) the undamaged second part of the vignette, with a serial number and two-letter series identical with the number and series of the first part of the vignette removed from the windscreen, including filled in original registration number;

c) a copy of the major technical licence of vehicle for which the vignette was purchased and where the change of the registration number is recorded, i.e. listing both the original registration number filled in on both parts of the vignette and the new registration number to be filled in onto the newly issued vignette.

 

2.7 Vignette replacement due to:

  • Theft of second part of the vignette 

In case of theft, the vignette cannot be replaced at an authorised sales point, but according to the procedure outlined in paragraph IV., the application must include the following attachement:

a) the first part of the vignette attached to a support (if possible transparent foil), with at least three numbers of the six-digit serial number and one letter of the two-letter series, including a part of the holographic film with variable appearance, must be recognizable in order to compare it to the second part of the vignette and clearly confirm the vignette’s;

b) a copy of the technical licence of the vehicle for which the vignette was purchased and where the registration number is identical with the registration number filled in on the first part of the vignette;

c) a copy of the document issued by the Police of the Czech Republic about the investigation of the event during which the second part of the vignette was stolen,

or

a copy of the document issued by the foreign Police about the investigation of the event when the second part of the vignette was stolen, with an official translation into Czech in case the theft occurred outside the Czech Republic.

 

2.8 Replacement of a faulty vignette

  • Replacement of all faulty vignettes (annual, monthly, ten day) can be replaced free of charge without a filled in Application. 

Faulty vignettes are defined as follows:

a) one which cannot be detached from the backing paper,

or

b) one where the backing paper was partially or completely torn and remained in contact with the removed foil,

or

c) one where the integrity was broken due to high adhesion of the glue to the backing paper.
In case of the above mentioned defects of the vignette, a claim can be made directly at the seller where the vignette was purchased or at the authorised sales points.

The following shall be submitted for the replacement of the faulty vignette:

a) Both parts of the vignette;

b) Proof of purchase of the vignette (except claims presented at an authorised sales point).

 

III. Rules for a vignette replacement

3.1 In case of vignettes replacement pursuant to paragraphs 2.1 to 2.7, the Application should contain a Sworn Declaration in which the Applicant certifies that he/she did not request a reimbursement to cover a damaged, stolen, or destroyed vignette.

3.2 The applicant is required, in accordance with paragraphs 2.1 to 2.7, to present a form of ID (identity card, passport) in order to verify the data submitted on the application..

3.3 The Employee exchanges a vignette based on the submitted Application by the Applicant, with the exception of cases listed in paragraph IV. In cases listed in paragraph IV, the Employee exchanges the vignette on the spot only when the Applicant submits also a decision of the State Fund for Transport Infrastructure (hereinafter as “SFDI”) or when this fact is stated on the Application and confirmed by SFDI stamp.

If the replacement is not done pursuant to paragraphs 2.3, 2.4 or 2.6 hereof, the Employee shall, during the process of the vignette replacement, fill in the same vehicle registration number on both parts of the newly issued vignette that was written on the vignette being replaced, or the registration number listed in SFDI decision or listed in the Application with the attached SFDI stamp. The Applicant shall verify the correctness of the filled in registration number before the accepting the newly issued vignette. Claims submitted later shall not be accepted.

If the sale point owns the necessary technical equipment, the Employee makes a copy at the same time of the newly issued vignette with the filled in registration number and subsequently attaches this copy to the Application.

3.4 A vignette can only be replaced while it is valid. A replacement vignette shall be issued with the
same validity as the original. The same procedure applies to the replacement of a defective vignette.

3.5 A change of the vehicle registration number does not require a change of the vignette while the vignette is still valid. If the vignette has been removed from the windscreen, the procedures outlined in paragraph 2.6 shall be followed.

3.6 In case of a motor vehicle’s theft, the vignette cannot be replaced.

3.7 In case of loss of the second part of the vignette, the vignette cannot be replaced.

3.8 In case of sale of a motor vehicle, the vignette cannot be replaced. The vignette is non-transferable and it stays valid even when there is a change of the vehicle registration number or the owner of the vehicle.

3.9 If the temporary vehicle registration number written on the vignette must be changed and the vignette cannot be replaced according to rules in paragraph 2.4, the correspondence of the filled in temporary vehicle registration number is not checked against the copy of the technical licence of the vehicle, but against the temporary vehicle registration number given in other submitted documents.

3.10 The Applicant is obliged to anonymise all personal data of third parties in the copies of documents they submit in cases where it is clear from the nature of the personal data that their processing by SFDI would not be justified in the given case (for example personal data of previous owners of the vehicle listed in the technical licences). If this is not done by the Applicant on the submitted document, the Employee shall anonymise personal data of third parties.

IV. Disputed cases and false vignettes

4.1 SFDI shall decide whether the submitted Application is justified in disputed cases and in suspected cases of forgery. In such a situation, the Employee will not exchange the vignette on the spot, but will send the Application with all the attachments, i.e. including the vignette, to SFDI for the decision.

The Employee will issue a signed and stamped “Vignette Return Confirmation” (hereinafter as “Confirmation”) given in the attachment No 3 hereof to the Applicant.
SFDI shall decide the matter in general within thirty (30) calendar days from the date of Application submission and send the decision to the Applicant together with the submitted

Application incl. all attachments and the withdrawn vignette. If the decision confirms the legitimacy of the returned vignette, the Applicant shall go to the authorised sales point which issued the Confirmation and will again submit the original Application for the vignette replacement, including all attachments, the vignette and SFDI decision. The authorised sales point will then exchange the vignette pursuant to paragraph 3.3.

4.2 Disputed cases include in particular the following:

a) The Applicant is unable to submit attachments in cases pursuant to paragraphs 2.1 to 2.6 (if the first part of the vignette is missing, the Applicant shall always also submit a Sworn Declaration stating when, where, and how the first part of the vignette was destroyed/damaged);

b) Vignette replacement pursuant to paragraph 2.7;

c) Vignette replacement due to the total damage of the original motor vehicle for which the vignette was purchased. In such cases, the procedure to follow is given in this point. In addition to the Application and the vignette, the Applicant shall also submit:

a copy of the technical licence of the motor vehicle where the registration number is identical with the registration number filled in on the vignette for which the replacement has been requested;

a copy of the technical licence of the motor vehicle for which the replaced vignette is to be used, under condition that the owner of the new motor vehicle must be the same as of the damage car;

a copy of a document proving what happened with the original vehicle (for example a copy of an Assessment document from the insurance company declaring the total damage etc.)

a copy of the Sworn Declaration given in paragraph 4.2, letter a) in cases when the first part of the vignette is missing.

In disputed cases, the Applicant is asked whether he/she agrees with the withdrawal of the vignette so that the decision can be made pursuant to this paragraph. The Application shall not be forwarded to SFDI and the authorised sales point shall not proceed to the vignette replacement if the Applicant does not provide his/her consent.

4.3 Suspected forgery cases are such where the Employee doing the vignette replacement has a justified suspicion about the authenticity of the vignette. The Employee shall withdraw such a vignette from the Applicant even without his/her consent, including all the attachments provided.
